Clark International Airport Following the end of contract for the United States military reservations, the Philippine Congress enacted on March 13, 1992 Republic Act No. 7227, otherwise known as the Bases Conversion Development Act of 1992, to pave the way and hasten the conversion of the facilities into productive use for national benefits.
On April 28, 1994, Executive Order 174 was issued designating the Clark Special Economic Zone as the future site of a premiere international airport. Executive Order 192 followed on July 27 of the same year establishing the Clark International Airport Corporation (CIAC) as a wholly owned subsidiary of Clark Development Corporation to handle the development and operations of the Clark Aviation Complex. CIAC was later on made a subsidiary of the Bases Conversion Development Authority through Executive Order 360 issued on August 16, 1996
